I don't think this is substantial proof. There wasn't even a quote. Plus, it's too early to judge, I don't think blizzard would commit to such a decision from now, they would at least see how sc2 will go. They really don't have to care about such a thing so early in development. (Remember, they do multiplayer first). Also, it doesn't say anything about wc4 being in development, it just says that it will be made some day... which we already know.

Yes you are right. Eventually Warcraft 4 will come out. They might even try a new IP. No one knows.
